Jammu Kashmir Builds 936 Transit Flats at Zewan: CS Reviews Rs 197 Cr PMDP Project

SRINAGAR: Chief Secretary Atal Dulloo on Monday reviewed the progress of the Rs 197.37 crore transit accommodation project at Zewan, where 936 one-BHK flats are being constructed under the Prime Minister’s Development Package (PMDP) for Kashmiri Migrant employees. Out of these, 624 flats have already been completed, while 703 units have been allotted, marking a rise of 51 allotments since March this year.

During his visit, Dulloo was accompanied by the Principal Secretary PWD, Divisional Commissioner Kashmir, DC Srinagar, Relief Commissioner, Chief Engineer R&B (Central), and other officers. He inspected the construction status of the remaining 312 flats and was briefed on the timelines for phased completion—96 more flats by September 2025, 72 between October and December 2025, and 144 between January and March 2026.

The Chief Secretary was informed that Rs 124.07 crore had been utilised up to March 2025, while Rs 73.30 crore has been proposed for 2025–26, of which Rs 36.65 crore has already been released. He directed executing agencies to strictly adhere to timelines and ensure that completed units are allotted to employees without delay.

Highlighting the locational advantage, Dulloo said Zewan’s proximity makes it feasible for employees serving both in Srinagar and Pulwama. “The project must be completed on time and the flats made ready for occupation at the earliest,” he stressed, while emphasising the need for quality standards.

Across Jammu and Kashmir, the administration is raising 6,000 transit accommodations under PMDP with a revised outlay of Rs 1,245.38 crore, supplemented by an additional Rs80 crore commitment from the UT government, taking the total availability to Rs 1,325.85 crore. Of this, Rs 983.28 crore is earmarked for construction of flats and Rs 342.57 crore for allied works. The Chief Secretary is monitoring progress regularly, with officials asserting that the projects are moving towards completion within the set deadlines.
