Jammu Kashmir Collects Rs 93.43 Crore Through E-Challans in Five Years

SRINAGAR: Jammu and Kashmir has collected Rs 93.43 crore through e-challans for traffic violations over the past five years, with Jammu accounting for the bulk of the penalties compared to the Kashmir division.

According to official figures, a total of 71,438 e-challans were issued between 2020-21 and July 2024-25. Jammu recorded 43,981 cases, while Kashmir accounted for 27,457. This imbalance is also reflected in collections: Jammu contributed Rs 65.32 crore, whereas Kashmir registered Rs 28.11 crore.

Year-wise data shows that in 2020-21, authorities collected Rs 12.67 crore from 9,764 cases. In 2021-22, 11,275 challans brought in Rs 12.56 crore, and in 2022-23, 15,660 challans yielded Rs 14.23 crore. In 2023-24, 17,524 e-challans were issued, amounting to Rs 21.74 crore. The current year, 2024-25, has already seen 17,215 challans up to July alone, generating Rs 32.23 crore — the highest annual collection yet, despite being only four months into the financial year.

According to data tabled in the Lok Sabha on August 21, 2025, the Ministry of Road Transport and Highways has rolled out the Advanced Traffic Management System (ATMS) on four-lane National Highways and expressways, integrating AI-based cameras, speed detection, and Automatic Number Plate Recognition (ANPR) technology. The initiative, part of a phased national expansion, allows real-time surveillance, quicker incident response, and automated challan generation through the centralised eChallan portal.

Nationally, the eChallan system has issued 36.34 crore challans worth Rs 54,540 crore since inception, with Rs 20,203 crore already recovered by states and UTs. The government has also finalised rules under Section 136A of the Motor Vehicles Act mandating electronic monitoring on highways, state highways, and high-density city corridors.
