
SRINAGAR: Jammu and Kashmir Chief Secretary Atal Dulloo on Monday launched the E-SAM (Electronic System of Asset Management) portal while chairing a high-level meeting to review the functioning of the Information Technology (IT) Department and the National Informatics Centre (NIC).
The E-SAM platform has been developed as a comprehensive lifecycle management tool to optimise asset performance, reduce risks, and enhance governance. It offers workflow management, vendor integration, inventory control, disposal tracking, compliance monitoring, and efficiency improvement.
During the meeting, the Chief Secretary stressed the need to strengthen cyber security at tehsil and block levels and directed the IT Department to ensure the expansion of the e-Office network across all administrative units. He also called for an upgraded State Data Centre, the establishment of a Mini Security Operations Centre, and the creation of a Centre of Excellence in IT to build future-ready manpower.
Dulloo further urged the department to prepare a proposal for setting up an IT Park in the Union Territory to generate high-end employment for trained youth.
Secretary IT Dr Piyush Singla reported that the number of audited government websites had nearly doubled in the past three months, rising from 110 to 206, with over 210 websites and applications now available to the public. He added that the State Data Centre was in the process of securing ISO 27001 and ISO 20001 certifications.
CEO JaKeGA Mahima Madan informed that 4,056 offices and 21,774 users had been onboarded under e-Office 2.0, extending services to tehsil and block levels. She said that 127 citizen services had been integrated with Digi Locker, making more than 8.06 crore records accessible to 30.4 lakh registered users.
Madan also highlighted projects including the digitisation of records, software development, Aadhaar-enabled attendance, digital village centres in 44 panchayats, and future plans for disaster recovery setups and capacity-building programmes.
NIC State Informatics Officer JS Modi said the Centre continued to provide technical consultancy and infrastructure support, including video conferencing, network operations, cyber security, hosting, and government email services. NIC also supports portals such as Shri Amarnathji Yatra online services, Pension Suvidha, and BoPEE, with upcoming projects like NeVA and Next Gene Hospital.
