Directives and Guidelines for the Move
Move Classifications: Offices listed in Annexure “A” will move “In Full”, while those in Annexure “B” will move “In Camp” for the 2026 Summer Season.
Closure Dates: Offices observing a five-day week will close at Jammu on April 30, 2026 (Thursday), and those observing a six-day week will close on May 2, 2026 (Saturday).
Reopening Date: All offices shall reopen at Srinagar on May 4, 2026 (Monday).
“In Camp” Limits: Offices moving in camp are restricted to carrying only 33% of their staff strength or 10 officials (whichever is minimum), unless specifically indicated otherwise.
Transportation: JKRTC will provide a sufficient number of buses for employee transportation on May 1st and May 3rd, 2026, booking them for the employees’ destinations wherever feasible.
Ticketing: Advance tickets will be issued by JKRTC starting April 20, 2026, at both the Civil Secretariat and main JKRTC booking counters.
Convoy Support: JKRTC will ensure convoys are accompanied by a crane, two empty buses, and mobile workshops to prevent inconvenience from breakdowns.
Security & Escort: J&K Police will escort convoys to their destinations and prioritize their crossing at the Dr. Syama Prasad Mookerjee and Banihal Qazigund Tunnels. The Director General of Police will issue the necessary guidelines.
Medical Aid: The Health & Medical Education Department will arrange medical facilities at JhajjarKotli, Udhampur, Chenani, Ramban, Ramsu, Banihal, and Qazigund on travel days.
Accommodation Restrictions: Moving employees cannot occupy Government/E.P./Municipal/residential accommodations without proper allotment orders. However, employees may retain Jammu government accommodations for their families under approved terms.
Ration Supply: Ration Counters will be set up by the Food, Civil Supplies & Consumer Affairs Department near Srinagar residential colonies for moving employees.
Financial Allowances: A Special Move T.A. of Rs. 25,000/- will be paid to each moving employee who completes the move within the prescribed dates.
Salary and Advance Pay: Non-Gazetted moving employees can apply for advance pay (recoverable in installments), and the April 2026 salary for all moving employees will be drawn on April 29, 2026.
Leave Policies: No leave is admissible in combination with move days except under exceptional circumstances, which require Administrative Secretary sanction. Jammu-based move employees can be granted three days of special casual leave.
Administrative Actions: A Summer Secretariat will be established in Jammu by the General Administration Department. Administrative Departments must detach staff from subordinate Jammu offices by April 27, 2026, and their temporary ID cards will be withdrawn. Estates Department will provide accommodations.

Civil Secretariat and HoDs within premises: 9:30 a.m. to 5:30 p.m.
Moving HoDs outside Secretariat (Six-day week): 10:00 a.m. to 4:30 p.m.
