The man behind the U.S. visa programme — Director of the U.S. Citizenship and Immigration Services, Joseph Edlow — has hinted at major reforms to the H-1B visa system. Expressing concern that the H-1B programme was keeping American graduates out of jobs, he said the U.S. was reviewing the system but added that he did not want to get ahead of the White House.
