SRINAGAR: The second phase of the Jammu and Kashmir Assembly’s Budget Session began on Friday amid protests, with opposition parties expected to target the government over election promises, regional issues and the demand for restoration of statehood.

As proceedings commenced, Bharatiya Janata Party (BJP) legislators staged a protest inside the House, demanding the establishment of a National Law University (NLU) in Jammu. The MLAs raised slogans and displayed placards, seeking clarity on the proposed location of the university and alleging that Jammu has been deprived of premier educational institutions. The protest briefly disrupted normal proceedings.

Meanwhile, Jammu and Kashmir People’s Conference leader Sajjad Lone questioned the delay in setting up the NLU in Kashmir. In a post on X, he said Chief Minister Omar Abdullah had assured the Assembly in October last year that the university would begin functioning from Ompora in Budgam by 2026.

Lone asked why no notification has been issued under the provisions of the JK NLU Act to establish the university at the proposed site. He noted that the authority to set up the institution rests with the JK government.

He further pointed out that if admissions are to be conducted through the Common Law Admission Test (CLAT), already held for the current cycle, starting classes in 2026 would be unlikely.
