Jammu, Srinagar Smart Cities Utilise Over Rs 1,600 Crore; 200 Projects Completed, 11 Under Execution

SRINAGAR: The Jammu and Kashmir government has said that both the Jammu and Srinagar Smart City projects together have utilised more than Rs 1,638 crore on various development works, with 200 projects completed and 11 still under execution. The figures were shared in the Legislative Assembly in response to starred questions (No. 160 and No. 399) tabled by Sham Lal Sharma and Vikram Randhawa. According to the government’s reply, the Jammu Smart City Limited (JSCL) has taken up 70 projects under the Smart City Mission, of which 66 have been completed and four remain under execution. The Srinagar Smart City Limited (SSCL) has taken up 141 projects, completing 134 while seven are still underway.

The government said that Rs 850 crore have been released and utilised under Jammu Smart City, while Rs 788.89 crore have been spent in Srinagar under the Mission.

While denying that construction works under the projects have been abandoned, the government said there were no instances of blockage of drains or damage to roads due to incomplete works. Officials maintained that physical and financial progress is being monitored closely to ensure timely completion.
The government outlined the broad components and scope of the Smart City projects in Jammu, which include major interventions in infrastructure upgradation, mobility, drainage, beautification, and digital governance.

In Jammu, the projects include underground ducts for utilities, decorative street lighting, Wi-Fi hotspots, digital dashboards, and way finding signages. The mobility and traffic management component covers decongestion of intersections, e-mobility projects including e-rickshaw and e-bus fleets, and development of pedestrian and cycling tracks.

Drainage and water management works include an integrated stormwater system, channelisation of nallahs, and diversion measures to prevent flooding and reduce pollution in the Tawi River. Beautification works cover vertical gardens, green strips, murals, park upgrades, and decorative lighting at major rotaries and flyovers.

Public convenience facilities include barrier-free infrastructure, smart bus stops, e-bus depots, and public water ATMs, while the digital services component features geo-tagging of properties, integrated command and control centres, and intelligent traffic management systems.

Officials said both Smart City missions aim to create sustainable, inclusive, and technologically enabled cities with improved civic amenities, green public spaces, and efficient mobility networks.
