
SRINAGAR: The Government of Jammu and Kashmir on Monday issued Government Order No. 834–JK(GAD) of 2026 dated April 27, 2026, for the implementation of the Vibrant Villages Programme–II (VVP-II), aimed at ensuring comprehensive and sustainable development of villages along the International Border (IB) and the Line of Control (LoC).
Under the order, officers listed in the annexure have been assigned specific Vibrant Villages for monitoring and implementation of the programme during May and June 2026.
The initiative is designed to strengthen grassroots governance and improve infrastructure, service delivery, and socio-economic conditions in remote and border areas of the Union Territory.
As per the order, Deputy Commissioners concerned shall facilitate field visits of the officers and provide necessary logistical and administrative support. All line departments have been directed to extend full cooperation and furnish required data and information.
The officers have been tasked with undertaking field visits to allotted villages, reviewing infrastructure and service delivery, identifying gaps in sectors including connectivity, health, education, livelihoods and digital access, and engaging with local stakeholders, Border Guarding Forces, residents and civil society organisations.
They are also required to ensure convergence of Central and Union Territory schemes, guide village nodal officers and district administrations in preparing comprehensive Village Action Plans based on baseline data and gap analysis, and submit detailed reports to the Planning, Development and Monitoring Department by June 30, 2026.
The order includes the deployment of 35 IAS officers across departments.

Chandrakar Bharti (Home Department) has been assigned Kot Maira and Khour in Jammu district; Brij Mohan (IFS, Culture Department) has been assigned Mangu Chak and Regal in Rajpura, Samba; Saurabh Bhagat (Food, Civil Supplies and Consumer Affairs) has been assigned Machil and Har During in Kupwara; Mandeep Kour (Housing and Urban Development Department) has been assigned Abdulian and Badyal Brahmana in RS Pura, Jammu; and R. Alice Vaz (Planning, Monitoring and Development Department) has been assigned Bobiya and Gajnal in Marheen, Kathua.
Sheetal Nanda (Forest Ecology and Environment) has been assigned Chakdulma and Chaklala in Samba; Yasha Mudgal (Cooperative Department) has been assigned Bulechak and Flora in Suchetgarh; Shahid Iqbal Choudhary (Youth Services and Sports) has been assigned Sariah and Sher in Nowshera, Rajouri; Sarmad Hafeez (Social Welfare Department) has been assigned Posh Pora and Kunaan in Trehgam, Kupwara; and Prasanna Ramaswamy G (Tribal Affairs Department) has been assigned Teetwal and Amroohi in Kupwara.
