Marco Rubio’s India visit: Trade, Quad and energy security in focus as US seeks to reset ties

US Secretary of State Marco Rubio has begun a four-day visit to India at a time when bilateral ties face one of their most complex phases in recent years. The high-profile diplomatic trip is being viewed as an effort by Washington to repair strains in the relationship and revive momentum in a partnership that has traditionally been central to Indo-Pacific strategy.

The visit comes amid growing unease in New Delhi over trade disputes, tariff actions, and questions surrounding long-term US strategic reliability. Rubio’s agenda spans trade, energy, defense cooperation, and the future of the Quad alliance, making the visit a closely watched diplomatic engagement.

Trade tensions

One of the biggest issues hanging over the relationship is trade friction. Bilateral ties came under pressure after the US imposed steep tariffs on Indian imports, including additional levies linked to India’s purchase of Russian crude oil.

The tariff actions created unease among Indian policymakers, who viewed the move as evidence of a more transactional US foreign policy approach. Analysts believe such actions prompted India to strengthen its strategy of “multi-alignment,” ensuring it does not become overly dependent on any single geopolitical partner.

According to foreign policy observers, India’s strategic establishment today appears more cautious about Washington than at any point in recent years.

Reviving momentum

Rubio’s visit is also expected to focus heavily on the Quadrilateral Security Dialogue (Quad), which includes India, the US, Japan and Australia. The grouping has long been viewed as an important platform for balancing China’s growing regional influence.

The Quad, however, has recently faced uncertainty after a planned leaders’ summit was cancelled and concerns emerged over whether the US had shifted focus elsewhere. Rubio is scheduled to participate in a Quad foreign ministers’ meeting in India on May 26, a move seen as an attempt to reassure regional allies of continued American engagement in the Indo-Pacific.

For India, participation in the grouping increasingly appears pragmatic rather than ideological, with New Delhi also actively engaging with forums such as BRICS.

Energy security

Energy security could become one of the most significant outcomes of the visit. Ongoing geopolitical tensions and disruptions around the Strait of Hormuz have increased pressure on global oil supply chains and pushed up prices.

The US has signaled willingness to increase energy exports to India. Rubio has stated that Washington wants to sell India as much energy as it is willing to purchase and is also exploring broader arrangements involving Venezuelan crude supplies.

While the visit may help ease immediate tensions, analysts suggest restoring the earlier trajectory of close US-India strategic alignment may require sustained engagement from both sides.

During his Kolkata engagement, Rubio is scheduled to visit a Children’s Home as part of his outreach activities.

2:00 p.m. | New Delhi
Rubio will hold talks with Prime Minister Narendra Modi, with discussions expected to focus on key bilateral issues, trade, strategic cooperation, and regional security.

5:25 p.m. | US Embassy Support Annex Building, New Delhi
The US Secretary of State is set to address attendees during the dedication ceremony of the new US Embassy Support Annex facility.

6:45 p.m. | Roosevelt House, New Delhi
Rubio is expected to participate in engagements at Roosevelt House, the residence of the US Ambassador in India.
