DM orders action against unattended bovine animals in Kishtwar

Ramban, Jan 24: District Magistrate Kishtwar Pankaj Kumar Sharma has ordered strict action against owners of unattended bovine animals found roaming public places, terming the practice cruelty and a violation of law, and directed authorities to enforce the order immediately, officials said on Friday.

The District Magistrate observed that bovine animals, especially cows, are frequently left unattended and allowed to roam on public roads, streets and open spaces within Kishtwar town and adjoining areas. Such practice exposes the animals to extreme cold, starvation, road accidents and avoidable suffering, besides causing traffic obstructions and inconvenience to the general public.

The order states that leaving bovine animals unattended under harsh climatic conditions amounts to neglect and cruelty and is in violation of the spirit and provisions of the Prevention of Cruelty to Animals Act, 1960.

Accordingly, all owners of bovine animals have been directed to ensure that their animals are not left unattended or allowed to roam as waifs in public places, especially during winter and snowfall. The administration has warned that if any unattended bovine animal is found outside shelters and its ownership is established, the concerned owner(s) will be liable for fines and penal action under the applicable laws, including the Prevention of Cruelty to Animals Act, 1960.

The Senior Superintendent of Police, Kishtwar, Chief Animal Husbandry Officer, Kishtwar, and the Chief Executive Officer, Municipal Council, Kishtwar, have been directed to ensure strict implementation of the order in letter and spirit.
