
SRINAGAR: The Government of Jammu and Kashmir’s Public Works (R and B) Departmen ordered the placement of three engineers as In-charge Executive Engineers (Civil) on a stop-gap basis.
According to Government Order No. 178-PW(R and B) of 2026 issued by the Civil Secretariat, Jammu/Srinagar, the decision has been taken in continuation of earlier orders dated April 10, April 22 and April 24, 2026.
Under the order, degree-holding In-charge Assistant Executive Engineers have been designated as In-charge Executive Engineers (Civil) in their own pay and grade, on an interim and temporary basis, until regular appointments are made from the eligible quota in accordance with the JK Engineering (Gazetted) Service Recruitment Rules, 1978, as amended.
The engineers placed in the new arrangement are Mohd Khalid (ST), Zia-Ul-Rehman Qazi, and Khalid Owais.
The government has stated that the arrangement is purely temporary and will not confer any right to claim regular promotion, confirmation or substantive appointment, which will be made strictly through the prescribed recruitment process, including Departmental Promotion Committee (DPC) or JK Public Service Commission (JKPSC).
It further said the arrangement will remain subject to the outcome of any pending court cases and may be withdrawn without notice in case of adverse reports or if any legitimate claim from eligible engineers of the relevant quota is established later.
The order also clarified that the officers will continue to serve at their present postings until further instructions are issued.
