
SRINAGAR: The Government of Jammu and Kashmir has ordered a detailed inquiry into officials of the Public Works (R and B) Department following major delays in snow clearance operations that disrupted road connectivity and essential services across the region.
As per an official order issued from the Civil Secretariat on May 8, 2026 the probe will also examine allegations that several employees remained absent from duty without authorised leave during the period of disruption, further worsening the situation in affected areas.
Financial Commissioner and Additional Chief Secretary Anil Kumar Singh (IAS) has appointed Mohd Yaseen Lone, Joint Director of Planning in the Public Works Department, as the Inquiry Officer to conduct the investigation under Rule 33 of the Jammu and Kashmir Civil Services (Classification, Control Appeal) Rules, 1956. The provision governs disciplinary action in cases involving negligence and unauthorised absence from duty.
The Inquiry Officer will be assisted by Under Secretary Mohib Ali Bukhari (JKAS) and has been directed to submit a detailed report along with recommendations within 21 days. The government order makes it clear that any change in posting of the Inquiry Officer will not hinder the completion of the inquiry, ensuring continuity of proceedings.
The decision follows reports from Chief Engineers highlighting disruption of critical infrastructure due to inadequate response during snowfall.
