J&K Mining Department Releases Tentative Seniority List

NOTIFICATION

Whereas, vide Government Order No. 35-IND of 2016 dated 26.02.2016, the final seniority list of Drillers was issued as it stood on 01.07.2015; and

Whereas, the seniority list is required to be updated by excluding the names of the officers who have either been promoted to higher posts or have retired on superannuation and by including those who have been appointed to the posts by way of direct recruitment or promotion; and

Whereas, in terms of Geology and Mining Gazetted Service Recruitment Rules notified under SRO 142 of 1992 dated 19.06.1992, the method of recruitment to the post of Driller is 20% by Direct Recruitment and 80% by promotion. Promotion to the post of Driller is from Drilling Assistant with a minimum of 05 years service, if no eligible candidate is available from the category of Drilling Assistant; and

Whereas, the sanctioned cadre strength of the posts of Driller is 23, out of which 20 are filled and 03 are vacant; and

Whereas, Mr. Rahul Sethi has been appointed as Driller vide Government Order No. 30-JK(MNG) of 2025 dated 30.04.2025 under direct recruitment quota (20%) as envisaged under rules by the J&K Public Service Commission; and

Whereas, on the basis of the recommendations of the Departmental Promotion Committee / Public Service Commission, the following officers were promoted to the post of Driller in the Geology and Mining Department vide:

Government Order No. 13-MNG of 2021 dated 22.04.2021

Government Order No. 39-JK(MNG) of 2023 dated 30.08.2023

Government Order No. 05-JK(MNG) of 2026 dated 07.01.2026

Whereas, Mr. Shakeel Ahmad Malla, Driller, has died in harness, and Mr. Abdul Majid Wani, Mr. Mohd Yousuf Parra, Mr. Naseer Ahmad Bhat and Mr. Rakesh Koul (I/C Drilling Engineer) have retired on superannuation after attaining the age of 60 years. Therefore, their names have not been included in the instant seniority list of Drillers as it stood on 01.01.2026.

Now, therefore, the following tentative seniority list in respect of Drillers of the Geology and Mining Department as it stood on 01.01.2026 is hereby notified for inviting objections, if any, within 21 days from the concerned officers. No objections shall be entertained after the expiry of the stipulated period.
