
SRINAGAR: As many as 61 major infrastructure and development projects worth over Rs 4.12 lakh crore are currently under monitoring in Jammu and Kashmir through the PRAGATI platform, with 57 out of 59 issues taken up in earlier reviews already resolved, Chief Secretary Atal Dulloo said on Monday.
The Chief Secretary said PRAGATI (Pro-Active Governance and Timely Implementation) has emerged as a key mechanism for expediting long-pending projects in the Union Territory by breaking inter-departmental bottlenecks and ensuring close monitoring at the highest levels.
Dulloo said that all projects with an outlay exceeding Rs 500 crore are reviewed by the Prime Minister’s Group, headed by the Cabinet Secretary, while the most critical projects are directly monitored by the Prime Minister through PRAGATI meetings. In Jammu and Kashmir, 15 major projects are under direct review of the Prime Minister through the platform.
He informed that out of the 61 projects under monitoring, 15 projects involving an investment of around Rs 69,000 crore have already been completed, while the remaining are at different stages of execution across sectors such as connectivity, energy and social infrastructure.
Highlighting PRAGATI’s impact, the Chief Secretary cited the Udhampur–Srinagar–Baramulla Rail Link project, which was initiated in 1995 but saw limited progress for nearly 25 years. He said that after being brought under PRAGATI’s close supervision, the project gained momentum due to improved coordination and direct intervention at the highest level.
Dulloo said six major projects worth nearly Rs 53,000 crore have been completed in Jammu and Kashmir under PRAGATI monitoring. These include the Udhampur–Srinagar–Baramulla Rail Link, Kishanganga Hydroelectric Project along with its transmission line, AIIMS Jammu, the Banihal stretch of NH-44, and the Alsteng–Kargil–Khaltse–Leh transmission line.
He added that nine additional projects are progressing satisfactorily under PRAGATI supervision, including the Delhi–Amritsar–Katra Expressway corridor, AIIMS Awantipora, Pakul Dul Hydroelectric Project and 4G mobile connectivity projects under the Universal Service Obligation Fund.
The Chief Secretary said the Union Territory has emerged among the top performers nationally in resolving issues flagged during PRAGATI meetings, attributing this to strong follow-up at the district and departmental levels.
Concluding the briefing, Dulloo said the administration remains committed to implementing all directions issued through the PRAGATI mechanism to ensure timely, outcome-oriented completion of development projects across Jammu and Kashmir.
