SRINAGAR: Jammu and Kashmir has emerged as one of the largest beneficiaries of the Centre’s Capacity Building for Service Providers (CBSscheme, with more than 16,300 people trained and certified in tourism and hospitality related skills since 2020, according to data tabled in the Lok Sabha. The Union Territory also received over Rs 46 crore under the scheme during the same period, placing it among the top recipients nationally.

Figures shared by the Ministry of Tourism show that Jammu and Kashmir recorded 16,320 trained or certified participants between 2020 to 21 and 2024 to 25 under the CBSP scheme. The numbers rose sharply in 2024 to 25 alone, when 11,753 beneficiaries were trained, accounting for nearly 72 percent of the Union Territory’s total intake over five years. This sudden spike contrasts with relatively stable figures in previous years, ranging between about 1,050 and 1,300 annually, and points to a late surge rather than steady capacity building.

The CBSP scheme covers short-term hospitality and tourism training programmes such as Hunar Se Rozgar Tak, entrepreneurship development, skill testing and certification, and tourism awareness programmes. These are implemented through government and empanelled private institutes, with funds released on a reimbursement basis after submission of documents.

Financial data placed before Parliament indicates that Jammu and Kashmir received a cumulative Rs 46.58 crore under the scheme from 2020 to 21 till October 31, 25. The largest tranche again came in 2024 to 25, when over Rs 14.82 crore was released. Earlier years saw allocations ranging from around Rs 8 crore to Rs 11 crore annually, suggesting that funding too has been uneven and closely tied to reported training volumes.

At the national level, around 1.70 lakh people were trained under the CBSP scheme during the period, with Jammu and Kashmir accounting for nearly 10 percent of the total beneficiaries. Only Uttar Pradesh and Madhya Pradesh reported higher cumulative numbers. Neighbouring Ladakh, by contrast, trained just 272 people over the same period, underlining stark regional disparities.
