UT Structure Limits Project Funding, Says Deputy CM

SRINAGAR: Deputy Chief Minister Surinder Choudhary on Tuesday said the elected government is committed to addressing genuine concerns of contractors, but noted that the Union Territory framework limits development funding for projects across Jammu and Kashmir.

Speaking to reporters, Choudhary said that while the responsibility for development lies with the government, financial decisions are shaped by the existing administrative structure and must be managed within that framework.

He added that several contractors had raised issues related to pending payments and card renewals, and instructions had been given to officials to take necessary action.

Choudhary said the elected government, under the leadership of Chief Minister Omar Abdullah, carries the responsibility of meeting the expectations of the people. “While some shortcomings exist, many positive developments have taken place,” he said.

The Deputy Chief Minister expressed hope that pending issues would be resolved before his next visit in ten days. He added that if the Chief Minister is actively monitoring the administration, officers must remain equally alert in discharging their duties.

Choudhary said that with the Darbar move now in Kashmir and several new project packages sanctioned under schemes like PMGSY and PWD, the government is working on a fast track to implement development works.

“Although some work has been temporarily affected by rainfall, the government remains focused on meeting public expectations,” he added.

On the issue of contractor protests over delayed payments and legislative demands, Choudhary said that while some individuals resort to protest, the administration remains open to dialogue and is willing to address genuine grievances.

“The government is not afraid of protests but believes peaceful discussion is the right path to resolution,” he said.

The Deputy CM urged contractors to consider the financial limitations under the UT setup and to engage with the administration rather than agitate. He affirmed that if work has been completed as per the tender terms, the government is obligated to release payments.

Choudhary said Jammu and Kashmir belongs to all its residents, and both regions must move forward together. “Cooperation between contractors and the administration is essential to ensure that development continues without disruption,” he added. (KNO)
