TAC to vet project for AI use in ACB investigations in J&K

Jammu, Mar 20: A Technical Appraisal Committee will review the Detailed Project Report (DPR) for the use of Artificial Intelligence (AI) by the Anti-Corruption Bureau (ACB) in its investigations in Jammu and Kashmir.

The panel, while assessing the DPR, will scrutinise technical, financial, administrative, legal and operational aspects.

Chief Executive Officer (CEO), Jammu and Kashmir e-Governance Agency (JaKeGA) will head this Technical Appraisal Committee (TAC), constituted by the J&K government for project “Adoption of Artificial Intelligence (AI) in investigative operations in the Anti-Corruption Bureau (ACB).”

Chairperson AIG (Administration), ACB Headquarters J&K, will be the single Point of Contact (SPoC) for the Committee. The Committee has been asked to submit its report to the Information Technology Department within a period of 45 days.

As per terms of reference, specified in the order issued by GAD Commissioner Secretary M Raju, on behalf of the Lieutenant Governor, this committee will assess whether the objectives, scope, deliverables, timelines and outcomes proposed in the specifications are clearly defined, realistic and aligned with the approved policy framework and project requirements.

It will examine and vet the DPR for the project in a comprehensive manner, covering technical, financial, administrative, legal and operational aspects.

Sanction to the constitution of this panel has been accorded in terms of S O 227 dated July 9, 2021 of the Finance Department.

The committee will comprise State Informatics Officer, National Informatics Centre, J&K; Prof Majid Zaman, Department of Computer Science, University of Kashmir; Dr Shabir Ahmad Sofi, Associate Professor, Department of Information Technology, National Institute of Technology, Srinagar; Dr Mrinmoy Bhattacharjee, Assistant Professor, Department of Computer Science and Engineering, Indian Institute of Technology, Jammu as its members. Under Secretary to the Government, the Information Technology Department will be its member secretary.

The member secretary will coordinate with all the members of the Committee for timely convening of meetings and ensure timely appraisal or vetting of documents.

The panel has been mandated to scrutinise the technical architecture, specifications, design parameters, standards, interoperability, scalability, security provisions and sustainability aspects proposed in the DPR, ensuring adherence to prevailing Government standards.
