Subject: Operating of Waiting List of Stock Assistant (District Cadres) in J&K Sheep Husbandry (Subordinate) Service – Appointment thereof.

ORDER NO. 285- SHDJ of 2025 DATED: 30-06-2025
Pursuant to the selection made by the Jammu and Kashmir Services Selection Board and as recommended by the Administrative Department of Agriculture Production Department J&K and consequent upon receipt of satisfactory Character & Antecedents report from the Criminal Investigation Department J&K, sanction is hereby accorded to the temporary appointment of 08 candidates as per Annexure to this order, as Stock Assistant in District Cadres as indicated against each, in Jammu and Kashmir Sheep Husbandry (Subordinate) Service in the Pay Level-4 (25500-81100),with immediate effect.
The appointees shall report in the Directorate of Sheep Husbandry, Rail Head Complex, Jammu within a period of 21 days from the date of issuance of this order, failing which he/she shall forego his/her right of appointment and the same shall be deemed to have been cancelled ab-initio without any further notice in terms of Circular No. 08-JK(GAD) of 2019 dated 04-12-2019 issued by the General Administration Department.
The appointees shall be allowed to join only on production of the following documents/certificates, in original, to be verified subsequently: –
1. Academic/Qualification Certificates.
2. Matriculation/Date of Birth Certificate.
3. Health Certificate from the concerned Chief Medical Officer of the District.
4. Domicile Certificate issued by the Competent Authority.
5. Valid relevant Category Certificate, if any applicable.
The appointment of the candidates shall further be subject to the following conditions:-
a. That the appointee shall give an undertaking in the shape of an Affidavit duly attested by the Judicial Magistrate 1st Class to the effect that if on verification, genuineness of the qualification and date of birth certificates produced by the appointee are found fake/forged, the appointment of the appointee shall be deemed to have been cancelled ab-initio and legal action as warranted under rules shall be initiated against the candidate.
b. That if the candidate has taken loan for self-employment from DIC/Employment Department, to be ascertained from the District Industries Center (DIC) and District Employment & Counseling Center of the domicile District, he/she shall relinquish the proprietorship of unit/enterprises and also stakes, if any, in such self-employment unit/enterprise before joining the Government service. He/she shall be required to repay the entire loan liability in suitable EMIs to be worked out by the DDO concerned from his/her salary. DDO concerned shall obtain an affidavit from the concerned appointee regarding both relinquishments of proprietorship and stakes, if any, in such a self-employment unit/enterprise and recovery to be made and also personally monitor its recovery.
c. The salary of the appointees shall not be drawn and disbursed to them unless satisfactory reports in respect of genuineness of Qualification/Date of Birth/Relevant Category Certificate, is received from the concerned Authorities/Agency.
d. The appointees shall be on probation for a period of two years.
e. The appointment of the candidates shall be governed by the “New Pension Scheme” as notified vide SRO-400 of 2009 dated 24.12.2009.
f. The inter-se-seniority of the appointees in the J&K Sheep Husbandry (Subordinate) Service shall be determined as per the J&K Civil Services (Classification, Control and Appeal) Rules, 1956.
g. The appointment of the candidates shall be subject to outcome of writ petition(s), if any, pending adjudication before any Competent Court of Law
