
Srinagar: The Jammu and Kashmir Legislative Assembly is poised for a significant legislative session on Monday, with Chief Minister Omar Abdullah scheduled to introduce The Jammu and Kashmir Rent Authority Bill, 2025. The House will also receive the report of the Committee on the revision of salaries, allowances, and pensionary benefits for sitting and former legislators.
According to the Business List issued by the J&K Assembly Secretariat, the House will convene on October 27, 2025, at 10:00 AM. The day’s proceedings will open with the Question Hour, followed by the announcement of the Panel of Chairmen by the Hon’ble Speaker.
The Assembly is also set to deliberate upon several pressing public issues raised through five Calling Attention Notices, focused primarily on essential services and civic concerns.
Mir Saifullah, MLA Trehgam, will call attention to the shortage of food grains and ration in the remote areas of Keran and Jumgand, which remain winter-cut due to heavy snowfall.
Nizam-ud-Din Bhat, MLA Bandipora, will highlight the outbreak of Hepatitis-A and other waterborne diseases in Arin Block, Bandipora, endangering local residents.
Hilal Akbar Lone, MLA Sonawari, will seek government action regarding the losses suffered by fruit growers following the recent National Highway blockade and delays in compensation.
Qaysar Jamshaid Lone, MLA Lolab, will raise the issue of acute scarcity of drinking water in the Lolab Constituency, urging urgent intervention from the Jal Shakti Department.
Ranbir Singh Pathania, Udhampur East, will draw attention to the illegal dumping of municipal waste by the Udhampur Municipality at Village Mand, which is causing pollution and health hazards along the Jammu–Srinagar National Highway.
Later in the session, Shri Surjeet Singh Slathia, Chairman of the House Committee, will present the committee’s report recommending revisions to the salary structure and pensionary entitlements of Members of the Legislative Assembly.
The highlight of the legislative business will be however the introduction of the Jammu and Kashmir Rent Authority Bill, 2025 (LA Bill No. 4 of 2025) by Chief Minister Omar Abdullah. The proposed legislation seeks to establish a statutory Rent Authority aimed at regulating tenancy, safeguarding the rights of both landlords and tenants, and ensuring time-bound resolution of disputes through a dedicated adjudicatory mechanism.
