SRINAGAR: Private Members’ Bills pending since the October session of the Legislative Assembly are set to be taken up during the ongoing Budget Session, with two days earmarked for their discussion after the House reconvenes on March 27.

Official sources said that several fresh draft legislations submitted by MLAs have been forwarded to the concerned Government departments for their comments.

They said the Money Bills have been sent to the Lieutenant Governor for mandatory approval, and nod has been received in some cases.

The Private Members’ Bills that could not be discussed during the October session in Srinagar will remain alive and will be listed during the days reserved for private business in the current Budget Session.

According to officials, replies from some departments are still awaited regarding certain draft legislations.

They added that once the departmental feedback is received, the bills will be finalized for tabling in the House.

Describing many of the draft bills as significant, sources said a number of them relate directly to issues of public concern.

However, officials clarified that while Private Members’ Bills remain valid until taken up, Private Members’ Resolutions lapse if not listed in the session for which they were submitted.

During the Budget Session held in Jammu from March 3 to April 9, 2025, Private Members’ Bills and Resolutions could not be taken up due to disruptions over the Waqf Amendment Bill passed by Parliament.

Some of the pending bills were subsequently tabled during the October session held in Srinagar.

Each MLA is entitled to submit 20 questions — 10 starred and 10 un-starred — along with two Private Members’ Bills and four Private Members’ Resolutions.

January 12 was fixed as the deadline for submission of questions, January 15 for Private Members’ Bills, and January 17 for Resolutions.

Officials said there are a few legislators who have not submitted any Private Members’ Bills so far.

The first phase of the Budget Session concluded on February 20, and the House will resume on March 27, continuing till April 4.

The session commenced on February 2 with the Lieutenant Governor’s Address, while Chief Minister Omar Abdullah, who also holds the Finance portfolio, presented the Budget on February 6. The Budget is scheduled to be taken up for approval on March 27.

In the remaining sitting days, two days each have been set aside for Government business, Private Members’ Bills, and Private Members’ Resolutions. (KNC)
