SRINAGAR: The Committee on Privileges of the Legislative Assembly of the Union Territory of Jammu and Kashmir has expressed concern over emerging friction between the Legislature and the Executive, warning that certain administrative practices could weaken the representative character of democracy.

The observations are contained in the Committee’s First Report (2025–2026), which was presented in the House on March 31, 2026.

The Committee highlighted instances suggesting curbs on the role of elected representatives, including administrative instructions discouraging the display of legislators’ names on developmental projects and the denial of their right to head District Level Committees. It cautioned that the continuation of such practices could lead to a systemic disregard of democratic representation and would be inconsistent with established parliamentary conventions.

Reviewing facilities available to Members, the Committee examined matters relating to staff support, office accommodation, and residential and club facilities. It observed that adequate infrastructure is essential for enabling legislators to discharge their responsibilities effectively.

The report also addresses a breach of privilege reference involving Waheed-ur-Rehman Para in relation to the Office of the Hon’ble Speaker. After considering the show-cause notice and the Member’s response, the Committee observed that the explanation requires further clarification. It has decided to summon the Member to appear before it in person to present his position in accordance with established parliamentary procedure.

Among its key findings, the Committee stressed the need to reassert the constitutional position of the Legislature within the post-reorganisation administrative framework. It also noted that ambiguities in protocol and the warrant of precedence have contributed to avoidable friction between the Legislature and the Executive. Further, it observed that certain executive practices reflect insufficient sensitivity towards legislative privilege and decorum.

The report highlights broader institutional concerns within the Union Territory’s governance framework and is expected to draw attention to evolving Legislature–Executive relations in the region.
