SRINAGAR: The Jammu and Kashmir administration told the Legislative Assembly that more than 3,2000 posts across government departments remain vacant and a committee has been constituted to examine the regularisation of casual, seasonal and daily-rated workers who have served for years, the House was informed on Monday. Bashir Ahmad Shah had raised the question.

Officials said vacancies have accumulated because of retirements, promotions and routine administrative movements, and that the government is addressing the shortfall “in a phased and systematic manner” through statutory recruitment channels. Appointments will be made by the Jammu and Kashmir Services Selection Board and the Jammu and Kashmir Public Service Commission, the reply added.

To reduce immediate pressure on service delivery, departments have expanded digital platforms for citizen services, and existing staff have been rationally deployed so that essential services in health, education, power and food distribution continue to operate, the government said. The reply also noted that automation and feedback mechanisms are being used to maintain standards despite vacancies.

On the question of regularising long-serving casual and daily-rated workers, the administration said a committee is examining humanitarian, legal and financial aspects and will recommend a “comprehensive way forward” to the Government of Jammu and Kashmir. The reply made clear that proposals must conform to legal and fiscal constraints.
