SRINAGAR: Manoj Sinha on Sunday handed over appointment letters to 27 next of kin (NoKs) of victims of militancy at a function held at Lok Bhavan, reaffirming the administration’s commitment to provide justice and support to families affected by violence in Jammu and Kashmir.

Manoj Sinha, Lieutenant Governor of Jammu and Kashmir, hands over appointment letters to 27 next of kin of militancy victims during a function at Lok Bhavan in Srinagar on Sunday, March 15.

Officials said that with the latest appointments, around 400 family members of militancy victims have so far been provided government employment under the ongoing rehabilitation initiative launched by the administration last year from Baramulla.

At the event, appointment letters were also issued to 22 next of kin of deceased government employees under the Jammu and Kashmir Rehabilitation Assistance Scheme-2022 and SRO 43.

Addressing the gathering, Sinha said the administration is committed to ensuring justice for every family affected by militancy and that pending cases related to such incidents would be reopened to hold the perpetrators accountable.

“For decades, next of kin of our poor and vulnerable brothers and sisters, felled by terrorists’ bullets, had clung to the hope of redress,” he said. “The campaign launched from Baramulla has provided these families with support, courage and renewed self-belief.”

He said the initiative was not merely an administrative exercise but a commitment to justice for families that had suffered due to violence.

“My aim is to ensure that no terror-affected family slips into the cracks of neglect, fading from public and official gaze. I view these appointment letters as true justice, and today’s event stands as its living testament,” the Lieutenant Governor said.

Sinha said that under the leadership of Narendra Modi, several initiatives had been taken over the past five to six years with the objective of building a Jammu and Kashmir marked by dignity, opportunity and self-confidence.

The Lieutenant Governor also directed the Principal Secretary Home to undertake a comprehensive review of cases related to alleged encroachment of properties belonging to victims of terrorism.

“I have repeatedly affirmed that lands or homes forcibly seized from terror-affected families will be liberated and returned, and cases yet to undergo investigation will receive impartial and transparent probes,” he said.

He added that the administration was preparing a rehabilitation framework for victims of militancy who have lost eyesight or are living with severe disabilities and that timelines had been outlined for providing housing and other assistance to affected families.

Reiterating the government’s policy of “zero tolerance towards terrorism”, Sinha said the administration, police and security forces were taking decisive action to dismantle militant networks.

He also called upon citizens to maintain unity and resist divisive forces. “We must remain vigilant against elements attempting to divide us along sectarian lines. Our collective duty is to ensure peace and progress,” he said.

Senior officials, including Principal Secretary Home Chandraker Bharti, IGP Kashmir VK Birdi and Deputy Commissioner Srinagar Akshay Labroo, were present on the occasion.

Separately, the Lieutenant Governor also handed over an appointment letter on compassionate grounds to Shabeena Bashir, wife of Constable Javid Mansoor Rather of the Crime Branch of Jammu and Kashmir Police, who was killed in an accidental blast in Nowgam. Sinha assured the bereaved family of all possible assistance from the administration.
