SRINAGAR: The digital portal for Record of Rights (RoRs) is slated to go live for data entry by July 10, 2025. Chief Secretary Atal Dulloo was informed during a high-level review meeting on Saturday that software customisations have been completed and the User Acceptance Testing (UAT) committee is currently evaluating the system. The portal will enter production after July 1.
Chairing a meeting to assess the status of the digitisation and modernisation of land records under various national initiatives, Dulloo emphasised the importance of error-free data and robust verification mechanisms. “Every entry must be cross-checked with physical records by experienced revenue officials,” he stressed, adding that clean records would reduce litigation and public grievances.
The meeting was attended by the Secretaries of Revenue, IT and Law departments, the CEO of JaKeGA, Director Land Records, a BISAG-N representative, and Deputy Commissioners from across the UT, who joined virtually.
Highlighting the scope of the work, Secretary Revenue Kumar Rajeev Ranjan said the portal is a key component of the Digital India Land Records Modernization Programme (DILRMP), which is being supported by initiatives such as SVAMITVA and NAKSHA. Training has already been imparted to 244 Master Trainers, 1,253 Patwaris, and over 1,000 other staff. Over 7,000 user IDs have been generated for real-time data entry.
Dulloo instructed Deputy Commissioners to establish fully equipped data centres in each district with adequate computing infrastructure and power backup to ensure seamless data entry. He also proposed stationing a Survey of India team in Srinagar to assist Kashmir-based staff with map rectification, saving them trips to Jammu.
On cadastral mapping, the Chief Secretary was informed that 6,281 village maps had been shared with BISAG-N, of which 5,609 had been returned after digitisation. Ground truthing has been completed for 2,374 maps. This process includes sub-parcel delineation and satellite imagery overlays to ensure precision.
Under the SVAMITVA scheme, the Survey of India has surveyed 4,368 out of 4,395 villages. Tehsildars will soon begin issuing property cards to rightful land occupants. Meanwhile, a pilot project under the NAKSHA programme is underway in Bishnah, Katra, Awantipora and Pattan.
Ranjan added that 5.23 lakh Unique Land Parcel Identification Numbers (ULPINs) have already been generated in 1,718 villages. Each ULPIN contains a 14-digit alphanumeric code offering precise location and property details.
