JKSSB Final Selection Lists

Final Selection List for the post of Junior Engineer (Civil), Divisional
Cadre, Kashmir (Sub-Department/Appointing Authority – PHE/I&FC
Department) of the Department of Disaster Management Relief,
Rehabilitation & Reconstruction (DMRRR), Item no.28 pursuant to Advt.
No. 04 of 2017 dated 28.11.2017 under PM Package

Department of Disaster Management Relief, Rehabilitation & Reconstruction
(DMRRR), vide indernt No. DMRRR/MR/140/2017 dated 23.10.2017, among other posts,
forwarded the requisition for making direct recruitment to the 150 posts under item No 01 and
28, as per the following break up:

Whereas, the Jammu and Kashmir Services Selection Board (JKSSB) advertised the
aforesaid 100 posts of Junior Engineer (Civil) in Public Works (R&B) Department, Divisional Cadre,
Kashmir under Item No. 01 vide Advertisement Notification No. 04 of 2017 dated 28.11.2017 and
another 50 posts of Junior Engineer (Civil) in PHE/I&FC Department, Divisional Cadre, Kashmir
under Item No. 28 vide Advertisement Notification No. 04 of 2017 dated 28.11.2017, under PM
Package.

Whereas, the Combined Written Test (Computer Based Test) for the aforesaid posts
pursuant to Advertisement Notice No. 04 of 2017 dated 28.11.2017 under Item No 01 and
Advertisement Notice No. 04 of 2017 dated 28.11.2017 under Item No. 28 was conducted by the
JKSSB in the month of April 2018.

Whereas, the Jammu and Kashmir Services Selection Board (JKSSB) after completion of
the selection process issued the selection list and forwarded the Selection List along with Waiting

List to the Indenting Department.

Whereas, the Indenting Department issued appointment orders and candidates joined
as Junior Engineer (Civil) in P.W. (R&B) department on the basis of recommendations of JKSSB
and vacancies remained unfilled in the PHE (Jal Shakti Department). Being aggrieved of this, the
applicants filed O.A. bearing No. 12/2020 (10 applicants) titled Randeep Pal Singh and TA
437/2020 (08 applicants) titled Rohit Raina and OA No. 1107/2020 (01 applicant) titled Surbhi
Malla. The Hon’ble Tribunal clubbed all these matters and allowed the petition with the directions
to reframe the select lists to the post of Junior Engineer (Civil) in PHE Department under OM
category considering the candidature of the applicants and recommend the names of the
applicants to the Government PHE/T&FC department J&K, the operative part is as under:- “the
respondents no. 4 and 5 are directed to reframe the select lists to the post of Junior
Engineer (Civil) in PHE Department under OM category considering the candidature
of the applicants and recommend the names of the applicants to the Government
PHE/T&FC department J& K. This exercise shall be carried out by the respondents no.
4 and 5 within eight weeks from the date of receipt of a certified copy of this order.
The Original/ Transfer Applications are allowed. Pending MAs stand disposed of
accordingly. ”

Whereas, the Board, after examining the matter, took up the case with the Department
of Law, Justice and Parliamentary Affairs and filed the Writ Petition bearing No. WPC 358/2024
titled UT of J&K and Ors Vs Randeep Pal Singh and Ors. which was disposed of on 11.09.2024
with the following directions:

“6. Having heard learned counsel for the parties and perused the
material on record, we are of the considered opinion that the judgment
passed by the Tribunal is legally perfect and meets the ends of justice in
the given facts and circumstances of the case. Admittedy, the 50
candidates were selected in both PWD select list and Jal Shakti
Department. The candidates could not have been appointed in both the
departments and, therefore, logicaly the Service Selection Board ought
to have resorted to seek option so that the candidates could have been
appointedas per their choices in one department leaving the consequent
vacancies in other department. Had the petitioner-Board resorted to this
just, fair and logical way of giving option to the candidates appearingin
both the select lists, the conseguent vacancies could have been offered
to the candidates next in the order of merit. The Tribunal has rightly
found merit in the contention of the respondents and allowed the
petition. The resultant fifty vacancies in Jal Shakti are required to be
filled up by appointing candidates next in the order of merit.

7. For the foregoing reasons, we do not find any meit in this petition
and the same is, accordingly, dismissed. ”

Whereas, the Committee for the aforementioned posts was constituted vide Order No.
116-5SB of 2025 dated 16.04.2025 and vide Order No. 188-SSB of 2025 dated
17.06.2025 and the Provisional Selection List as prepared by the concerned Committee for the
aforesaid posts was placed before the Board in its 308th Board Meeting held on 07.07.2025,
wherein the Board approved the provisional selection list and the same was notified vide No.
SSB/Legal/J/2025/E-7287500) dated. 08.07.2025; and

Whereas, after examining the documents submitted by the provisionally selected
candidates, the concerned committee prepared the Final Selection List of the said post and the
Board in its 314th Board Meeting held on 14.08.2025, approved the Final selection list.

Now therefore, the Final Selection List for the atbove-mentioned post of Junior Engineer
(Civil) under Item No. 28 Divisional Cadre, Kashmir, Advertisement no. 04 of 2017 dated
28.11.2017 so prepared is, hereby, notified as per Annexure-A to this Notification., It is further
notified that:

The above Selection List shall be subject to the outcome of the OAs/writ
petition(S), if any, pending in any court of law.

(1) Formal recommendations to the concerned Indenting Department shall be made
separately.

5 The List shall also be subject to the outcome of pending inquiry, if any, involving
candidate(s), figuring in this List.
(V) The candidates(s), whose recommendations are kept withheld, shall submit the
requisite documents/Certificates within a period of one month.
() The Selection of the candidates has been made on the basis of self
declaration/Certificates submitted by them and if at any stage, it comes to the
light that any candidate(s) has submitted false information or has secured
selection on the basis of fake documents/certificates, the selection shall be liable to cancellation at any stage.
