JK to Train 450 Officers, Accelerate 17 Projects Under CITaG

SRINAGAR: Jammu and Kashmir Chief Secretary Atal Dulloo on Wednesday chaired a high-level meeting of the Empowered Committee of the Centre for Innovation, Technology Adoption, and Governance (CITaG), reviewing progress on 57 development projects and directing capacity-building of 450 officers to enhance technology-based governance.

At the Civil Secretariat in Srinagar, the Chief Secretary highlighted CITaG’s role in ensuring efficient and responsive governance and stressed timely recruitment of professionals and specialists. He called for screening of advertised posts and internship engagement to strengthen project documentation, field coordination, and implementation.

He directed officials to conduct a large-scale capacity-building programme, focusing on Public-Private Partnership (PPP) implementation, solid waste management, urban infrastructure, project feasibility and appraisal. So far, 113 officers have been trained at IIM Jammu, while 94 others have undergone training at SKUAST-K.

Officials informed that work on 17 out of 57 projects is expected to accelerate by mid-July. These include 12 major projects such as the establishment of a Skill University, solar power ventures, proposals from IUST and SKUAST-K, and three hydroelectric power projects—Bhaderwah, SEWA II and Mohra.

Additionally, 13 other hydropower projects grouped into regional clusters across Daksum (Anantnag), Suriender (Bandipora), and Sukhnag (Budgam) have been added under CITaG.

Dulloo asked for activation of all CITaG verticals and strengthening institutional capacity to support a system-oriented approach. He said CITaG should serve as a coordination platform with institutions such as IITs, IIMs, and AIIMS to develop governance models driven by technology.

He also reaffirmed the administration’s focus on cultural preservation, citing the formulation of a comprehensive Cultural Policy as an integral part of Jammu and Kashmir’s governance agenda.

The meeting was attended by Talat Parvez Rohella, Secretary Planning, IIM Jammu Director Prof B.S. Sahay, Vice Chancellors, Principal Secretary Finance, MD & CEO J&K Bank, and senior officers from GAD, Law, CITaG, and other departments.
