24 March , 2026: The Government of Jammu and Kashmir has released the District Good Governance Index (DGGI) 5.0 for the financial year 2024–25. This index measures how well all 20 districts of the Union Territory are performing in governance, development, and public services.
The DGGI is based on 10 important sectors that support the economy and daily life of people. These sectors are managed by 31 departments, and districts are evaluated using 58 different indicators. The aim of the index is to promote transparency, accountability, and better performance in administration.
Jammu district has secured the first position in the overall ranking with a score of 7.0552. The district performed strongly in areas like social welfare, infrastructure, and delivery of public services. Its consistent efforts helped it stay ahead of other districts.
Even after facing challenges such as floods in August 2025, Jammu district maintained its top position. It improved its performance in key areas like Human Resource Development, Social Welfare, and citizen-focused governance.
The success of the district is largely credited to the leadership of Deputy Commissioner Dr. Rakesh Minhas. His focus on transparency, timely work, and effective decision-making has played an important role in improving governance and service delivery.
In the Social Welfare and Development sector, Jammu ranked first. It was followed by Kishtwar and Kathua. Better results in government schemes like Atal Pension Yojana, and Pradhan Mantri Suraksha Bima Yojana also helped improve the district’s performance.
The DGGI 5.0 plays an important role in comparing the performance of districts. It encourages healthy competition and helps improve governance across Jammu & Kashmir, leading to better services for the people.
