SRINAGAR: The Jammu and Kashmir Higher Education Department on Monday ordered a major reshuffle of principals across government degree colleges and assigned charge of several vacant principal posts to senior-most associate professors on a look-after basis, with immediate effect.

According to the order, the transfers and postings have been carried out in compliance with a High Court direction dated September 03, 2025. The order affects dozens of government degree colleges across both Jammu and Kashmir divisions.

As per the order, several serving principals have been transferred to new institutions against available vacancies. Among the key postings, Kulvinder Kour has been transferred from Government Degree College Paloura to Government College for Women Gandhi Nagar, Jammu, while Savi Behl has been shifted from Government College for Women Kathua to Government Degree College Paloura. Haris Izhar Tantray has been posted as Principal of SP College Srinagar, and Masood Ahmad Malik has been appointed Principal of Gandhi Memorial College Srinagar with additional charge of Islamia College of Science and Commerce.

The department has also ordered the appointment of senior-most associate professors as In-Charge Principals in colleges where regular incumbents are not in place. More than sixty associate professors from disciplines including English, Chemistry, Zoology, Physics, Botany, Education and Political Science have been assigned charge across degree colleges in districts such as Kupwara, Pulwama, Anantnag, Kulgam, Baramulla, Rajouri, Poonch, Kathua, Ramban and Ganderbal.

The order clarifies that these in-charge arrangements are purely temporary and do not confer any preferential right for promotion. It further states that the arrangement shall automatically cease upon the joining or posting of regular principals recommended by the Jammu and Kashmir Public Service Commission.

Additionally, the government has reserved the right to withdraw the charge in case of adverse reports from any investigating agency or subject to the outcome of pending writ petitions before competent courts.
