Jammu Kashmir: Govt to Leverage ADV to Ensure Timely Delivery of Welfare Benefits to Public | Kashmir Life

SRINAGAR: In a major push towards digital governance and financial accountability, the Jammu and Kashmir government has rolled out a Centralised Aadhaar Data Vault (ADV) to streamline public service delivery and strengthen monitoring of social welfare schemes across departments and banks.

The initiative was cleared during a meeting chaired by Chief Secretary Atal Dulloo, who highlighted its transformative potential and directed departments to onboard more services to maximise its reach and effectiveness.

Senior officials, including those from the Finance Department, JK Bank, NIC, SBI and other institutions, attended the meeting.

The Chief Secretary also called on banks to utilise the platform for faster settlement of insurance claims under schemes like PMJJBY and PMSBY by enabling instant verification of death records, ensuring timely payouts to beneficiaries.

He stressed the need to use the system to automatically detect cases where benefits such as pensions, social assistance, and PDS rations continue to be drawn in the name of deceased beneficiaries, helping curb misuse of public funds.

NIC informed the meeting that the ADV has been integrated with the Civil Registration System, including birth and death records, to function as a secure Aadhaar Data Vault-as-a-Service. The platform enables real-time, authenticated access to vital data while adhering to UIDAI security standards.

The system also features API integration with the Registrar General of India for real-time data access and automated updates, ensuring accuracy and reliability. It allows seamless inter-departmental data sharing, reducing administrative hurdles.

With a “Single Token per Aadhaar” mechanism, the platform is designed to eliminate duplication and prevent fraudulent claims across schemes.

Describing it as a key governance reform, Dulloo said the initiative reflects the administration’s focus on using technology for data-driven decision-making, ensuring efficient delivery of welfare benefits while safeguarding public resources.
