SRINAGAR: The Office of the Returning Officer has issued detailed instructions for the smooth conduct of the Biennial Election to the Council of States (Rajya Sabha) by the elected members of the Jammu Kashmir Legislative Assembly.

According to the order, only elected members with identification issued by the Assembly Secretary will be allowed to enter the polling venue at the Assembly Lobby. Members are required to leave the premises immediately after casting their votes. Unauthorised persons, including security personnel of electors and candidates, will not be permitted inside the polling area.

The election involves three separate ballots, and each member must mark their preference by placing the figure ‘1’ or Roman ‘I’ against their chosen candidate. Use of any other pen or additional markings on the ballot will render it invalid. The process will be closely monitored through live webcasting to ensure transparency, with every voter clearly identifiable on video.

Electronic devices such as mobile phones, digital cameras, and wireless sets are strictly prohibited inside the polling station. The instructions have been circulated to all Assembly members, contesting candidates, and the Chief Electoral Officer of Jammu Kashmir to ensure a smooth, secure, and orderly polling process.
