
SRINAGAR: The Jammu and Kashmir Assembly adjourned on Monday following obituary references to two veteran leaders who recently passed away.
The Budget session began with an address by Lieutenant Governor Manoj Sinha, after which the Speaker paid tribute to former MLA Ghulam Mohammad Khan (82) of Baramulla and former MLC Khawaja Ghulam Mohammad Lone (100) of Budgam, who died in November and December last year. Members observed a two-minute silence before the House was adjourned for the day.
Breaking from past practice, only the Speaker, Rather, spoke during the obituary references. He noted that the Business Advisory Committee had decided to follow parliamentary procedure, as suggested by Chief Minister Omar Abdullah in the previous session.
“In Parliament, when a former MP passes away, only the Speaker delivers the obituary reference, and no other member speaks. If a sitting member passes away, the House allows members to speak before adjourning. This is the established practice,” he explained.
