Jammu: Minister for Social Welfare, Education, Health and Medical Education, Sakeena Itoo on Sunday said that recognising and encouraging the abilities of every child, especially those with disabilities, is a collective obligation of families, institutions and society.

Speaking at a function marking the 217th birth anniversary of Louis Braille (World Braille Day), in Jammu, the Minister said visually impaired children possess considerable talent which must be supported through sustained guidance and opportunities. She observed that the strength of a society is reflected in how effectively it safeguards the rights, dignity and prospects of its vulnerable sections.

Sakeena Itoo said that children with special needs require consistent mentorship, emotional backing and access to education and skills, alongside institutional assistance, to enable their full participation in social and professional life.

She also referred to measures taken by the Social Welfare Department for rehabilitation, inclusive education and long-term support for persons with disabilities, and called for coordinated efforts by parents, teachers and the community.

Paying homage to Louis Braille, the Minister said his contribution continues to shape the lives of visually impaired persons by opening pathways to learning and self-reliance.

The Minister also felicitated visually impaired students who have distinguished themselves in academics and sports.
