Daily wager, 2 casual labourers of Jal Shakti Department disengaged over terror links: Government

Jammu, Mar 10: Jammu and Kashmir government has disengaged two casual labourers and a daily rated worker of Jal Shakti Department for their alleged involvement in anti-national and subversive activities.

Those disengaged included two need based casual labourers from Kishtwar district – Liyaqat Ali Bhagwan and Kousar Hussain Bhagwan and a daily rated worker from Anantnag district – Showkat Ahmad Zargar, all three booked under Unlawful Activities (Prevention) Act (UAPA).

In the case of Zargar, Sections 307 RPC and 7/27 Arms Act too have been invoked. Their cases, following completion of investigation, were presently under trial.

They were disengaged from services through three separate orders issued by the Financial Commissioner (ACS) J&K Jal Shakti Department, Shaleen Kabra, on behalf of the J&K government, referring to Home Department orders.

Referring to Home Department vide U O No Home-ISA/15/2026 [7718649] dated January 30, 2026, Kabra, in the first order, specified that in the interest of administration, Liyaqat Ali Bhagwan, son of Aziz Mohd Bhagwan, resident of Bhagwan Mohalla, Huller, tehsil and district Kishtwar, a need based casual labourer and posted at Berwar, Kishtwar has been disengaged forthwith on account of his involvement in anti-national and subversive activities as evident from the registration of FIR No 230/2019 under Sections 13, 18, 19, 38, and 39 of the Unlawful Activities (Prevention) Act (UAPA) pertaining to allegations of involvement in terrorist acts, conspiracy to commit terrorist acts, harbouring terrorists, membership and support of a terrorist organisation.

As per the order, the chargesheet has been filed under Sections 13, 18, 19 and 38 of the Unlawful Activities (Prevention) Act (UAPA) upon completion of investigation and his case is presently under trial.

In the second case, Kabra, referring to Home Department vide U O No Home-ISA/16/2026 [7718709] dated January 27, 2026, has ordered that in the interest of administration, Kousar Hussain Bhagwan, son of Mohd Akbar Bhagwan, resident of Hunjala, tehsil and district Kishtwar, a need based casual labourer and posted at Huller, PHE sub-division Kishtwar has been disengaged forthwith on account of his involvement in anti-national and subversive activities as evident from the registration of FIR No 230/2019 under Sections 13, 18, 19, 38 and 39 of the Unlawful Activities (Prevention) Act (UAPA) pertaining to allegations of involvement in terrorist acts, conspiracy to commit terrorist acts, harbouring terrorists, membership and support of a terrorist organisation, and filing of the charge sheet under Sections 13, 18, 19 and 38 of the Unlawful Activities (Prevention) Act (UAPA) upon completion of investigation and the case being presently under trial.

Similarly in the third case, Kabra has ordered the disengagement of Showkat Ahmad Zargar, while referring to Home Department O M No Home-ISA/81/2026 (CC: 7729739) dated February 27, 2026.

“In the interest of administration, Showkat Ahmad Zargar, son of Nazir Ahmad Zargar, resident of Iqbal Mohalla, Bijbehara, district Anantnag, a Daily Rated Wager (DRW) and posted at Bijbehara, Anantnag is disengaged forthwith on account of his involvement in anti-national and subversive activities as evident from the registration of FIR No 53/2019 under Sections 307 RPC, 7/27 Arms Act and Sections 16 and 18 of the Unlawful Activities (Prevention) Act (UAPA) pertaining to allegations of involvement in terrorist acts, conspiracy to commit terrorist acts, harbouring terrorists and membership and support of a terrorist organisation and filing of the charge sheet under Sections 307 RPC, 7/27 Arms Act and section 16, 18 and 19 of the Unlawful Activities (Prevention) Act (UAPA) upon completion of investigation and the case being presently under trial,” the order read.
