CM Omar Abdullah Tables J&K Jan Vishwas Ordinance – Alfaaz – The Words

Jammu: Chief Minister Omar Abdullah on Tuesday tabled The Jammu and Kashmir Jan Vishwas (Amendment of Provisions) Ordinance, 2025 (Ordinance No. 01 of 2025) in the Jammu and Kashmir Legislative Assembly during the ongoing Budget Session.

The ordinance seeks to introduce amendments to a set of existing laws with the stated objective of improving the regulatory framework in the Union Territory. A major focus of the proposed legislation is the decriminalisation of certain minor and technical offences, which are presently governed by criminal provisions.

By shifting such offences towards civil liabilities and rationalised penalties, the ordinance aims to reduce the compliance burden on citizens and businesses, while ensuring that regulatory objectives are met through proportionate and non-punitive measures. The move is also intended to bring greater clarity, efficiency and consistency across various sectors of governance.

The proposed amendments align with broader efforts to simplify laws, enhance ease of doing business, and promote a more trust-based administrative approach in Jammu and Kashmir.
