
SRINAGAR: The Union Ministry of Home Affairs (MHA) has promoted 29 Indian Administrative Service (IAS) officers of the AGMUT cadre to the Selection Grade (Level 13 in the Pay Matrix), following the recommendations of the Screening Committee, according to an official order.
The promotions have been granted to officers currently posted in the AGMUT cadre, with effect from the dates specified against their names. For most officers of the 2013 batch, the promotion will take effect from January 1, 2026, or the date of assumption of charge, whichever is later. In the case of two 2012-batch officers—Phunchu Norbu Thungon and Sumedha Yadav—the promotions have been granted notionally with effect from January 1, 2025, with actual financial benefits accruing from the date they assume charge.
The officers promoted include Avny Lavasa, Aman Gupta, Tapasya Raghav, Rahul Singh, Anjali Sehrawat, Anshul Garg, T Arun, Vikas Kundal, Kesavan R, Ajit Roy, Nidhi Malik, Sanjit Rodrigues, Sanjiv M Gadkar, Yetindra M Maralkar, Lalhriatzuali Ralte, Nazim Zai Khan, Shakeel Ul Rehman Rather, Pardeep Kumar, Rahul Sharma, Narinder Singh Bali, Aijaz Ahmad Bhat, Majid Khalil Ahmad Drabu, Mohammad Akbar Wani, Neeraj Bharti, Duly Kamduk, Mamata Riba and Jitendra Kumar Jain, all of the 2013 batch.
Separately, the Ministry has granted proforma promotion to the Selection Grade to four AGMUT cadre IAS officers currently on Central deputation. These include Shah Faesal (2010 batch), whose promotion will take effect from April 7, 2026, or the date of assumption of charge, whichever is later. Ruchika Katyal, Naveen Aggarwal and Kriti Garg, all of the 2013 batch, have been granted proforma promotion with effect from January 1, 2026, on an actual basis linked to the date of assumption of charge of their immediate juniors in the cadre.
The order was issued by Under Secretary to the Government of India Rakesh Kumar Singh and has been circulated internally for record and for uploading on the Ministry of Home Affairs’ website under AGMUT cadre management.
