Banihal–Ramban Stretch of NH-44 Sees Major Progress Amid Challenges, Completion by 2026–27 | Kashmir Life

SRINAGAR: The Government of Jammu Kashmir has reported significant progress on the four-laning of National Highway 44, with special focus on the Banihal–Ramban section, one of the most geologically sensitive and strategically important stretches in the Union Territory. The update, provided in response to a legislative query by MLA Sajad Shaheen, outlines the ongoing construction, tunnel works, slope stabilization, and road safety measures being implemented along this mountainous corridor.

The Banihal–Ramban stretch, which spans over 44 kilometers, forms part of the broader NH-44 modernization project under the National Highways Development Programme (NHDP) Phase-II. While some portions of the stretch have already been completed, including the Banihal bypass, substantial work continues on tunnels, viaducts, and slope stabilization at geologically vulnerable zones. Special attention is being given to landslide-prone areas, where continuous monitoring, protective measures, and soil stabilization are being carried out as per approved designs.

Tunnel construction forms a critical component of this project. The twin-tube tunnels between Marog and Digdol are underway, with physical progress at 21.7 percent and financial progress at 21.5 percent, and are expected to be completed by June 2027. The tunnels between Digdol and Khuni Nallah are further ahead, with physical completion at 85.5 percent and financial progress at 84.3 percent, likely to be finalized by April 2026. Meanwhile, the viaduct package along this section, covering km 165.092 to km 171.855 northbound and km 166.895 to km 173.638 southbound, has recorded 44.5 percent physical progress and 44.3 percent financial progress, with completion targeted by December 2026.

The Government cited multiple factors contributing to project delays, including adverse weather, flash floods, landslides, seasonal rains, slow mobilization of machinery and manpower, and challenges in acquiring clearance-free right-of-way in certain areas. Despite these hurdles, the administration has deployed adequate machinery for prompt clearance of landslides and is coordinating traffic management with local authorities to ensure smooth and safe movement of vehicles. Barricading, signage, and other standard safety measures have been implemented along the route.

Other portions of the NH-44 project, including stretches from Qazigund to Banihal and from Banihal bypass to Udhampur, are also progressing steadily, with several tunnels and viaducts completed or nearing completion. The Banihal bypass itself was completed in December 2022, while four-laning of the Qazigund–Banihal section, which includes 8.45 kilometers of twin-tube tunnels, has seen substantial advancement. The project, when fully completed, will reduce travel time, improve connectivity, and provide a safer and more efficient corridor through one of the most challenging terrains in the region.

Officials emphasized that despite natural and logistical challenges, the Banihal–Ramban stretch remains a top priority, and continuous efforts are being made to ensure timely completion of remaining tunnels, slope protection works, and viaducts. The four-laning of this corridor is expected to significantly enhance the overall infrastructure of NH-44, strengthen strategic connectivity, and facilitate trade and mobility in the Union Territory.
