
Srinagar: Thousands of Jammu and Kashmir’s adhoc, daily wagers and other temporary employees may finally see a path to job security, with Lieutenant Governor Manoj Sinha clearing the way for a Bill that seeks their regularization.
The draft legislation, The Jammu and Kashmir Civil Services (Special Provisions for Regularization of Adhoc, Daily Wagers, Need-Based and Other Temporary Workers Bill, 2025, as learnt, will now be introduced in the Legislative Assembly for debate. Raj Bhavan has granted the nod under Section 36(1) of the J&K Reorganisation Act, 2019.
If approved, the Bill could transform the lives of thousands of men and women who have spent decades serving in government departments without permanent status, many now nearing retirement age without the security of regular service.
For years, unions and employee bodies have demanded a fair policy, stressing that workers hired through proper panels and with technical qualifications must get priority in regularization. They argue the state owes justice to those who have given their prime years in service despite insecure appointments.
