NHRC Seeks Detailed Action Taken Report in Devsar–Kulgam Disappearance Case – Alfaaz – The Words

Srinagar: The National Human Rights Commission (NHRC) has taken cognizance of a complaint alleging serious human rights violations in connection with the disappearance of three individuals from Ashmuji, Kulgam, on February 13, 2025.

The complaint, filed by Adv Aquib Wani and Adv Yavar Ramzan, states that the victims, including Mohammad Showkat, went missing while travelling to a relative’s home.

The respective families reportedly searched extensively and sought police assistance, but no action was taken until the case drew media attention. Following this, two bodies were recovered. When the families inquired about the third missing person, the authorities allegedly reacted with hostility, leading to a major protest on the Jammu–Srinagar National Highway. During the protest, a police officer was purportedly caught on video kicking an elderly woman from the victims’ family.

The NHRC noted that the allegations prima facie indicate serious violations of the victims’ human rights.

A bench of the Commission, presided over by Hon’ble Member Priyank Kanoongo, has directed the issuance of a notice to the Senior Superintendent of Police, Kulgam, under Section 12 of the Protection of Human Rights Act, 1993. The SSP has been asked to get the allegations inquired into and submit an Action Taken Report within four weeks for the Commission’s perusal.
