
SRINAGAR: The Jammu and Kashmir Government has constituted a high-level committee to operationalise the MSME Health Clinic initiative, aimed at identifying, supporting and reviving stressed Micro, Small and Medium Enterprises across the Union Territory.
According to Government Order No. 912-JK(GAD) of 2026 dated May 14, the committee will be chaired by the Administrative Secretary of the Public Works (R and B) Department, with senior representatives drawn from the Industries and Commerce Department, Labour and Employment Department, Jammu and Kashmir Bank, JKEDI, and the Indian Institute of Management (IIM) Jammu as members.
As reported in official communication, the panel has been mandated to develop standard operating procedures for the identification, assessment, intervention and monitoring of MSMEs facing financial or operational distress. It will also establish coordination frameworks between government departments, financial institutions, industry bodies and knowledge partners to strengthen the sectoral ecosystem.
The committee has been tasked with designing diagnostic tools to assess stress factors affecting enterprises, creating real-time monitoring systems, and recommending both financial and non-financial measures for revival. It will also formulate a structured data integration framework and identify key operational gaps in the MSME landscape.
In addition, the panel will work on developing AI and large language model (LLM)-based support systems to assist entrepreneurs with scheme awareness, compliance requirements, diagnostics and advisory services. The initiative further includes promoting peer learning platforms, training programmes, dissemination of successful business models, and broader policy reforms to improve industrial resilience.
The government has said the committee will ensure continuous refinement of its tools and interventions based on feedback and evolving industrial needs, with a focus on long-term sustainability of MSMEs in the region.
