
SRINAGAR: The Jammu and Kashmir Government has assigned temporary charge of Assistant Engineer (Civil) posts to 13 Junior Engineers in the Public Works (R and B) Department, pending regular appointments under the prescribed recruitment rules.
According to Government Order No. 163-PW(R and B) of 2026 dated May 11, issued by the Public Works (R and B) Department, Er Yasir Rashid Saraf, Junior Engineer (Civil), has been assigned the temporary look-after charge of Assistant Engineer (Civil) in his own pay and grade until further orders.
The order stated that the arrangement has been made against a temporary vacancy and will remain in force until the post is filled under the provisions of the JK Engineering (Gazetted) Service Recruitment Rules, 1978, as amended, or until a vacancy accrues in the relevant quota, whichever is earlier.
The government has also placed 12 Diploma-holder Junior Engineers (Civil) as In-charge Assistant Engineers (Civil) with immediate effect. The engineers include Er Iftikhar Bashir, Kuldeep Raj, Anil Kumar, Syed Muzaffar Ali Rafaie, Deepak Gupta, Dushyant Kesar, Mohd Tahir Neka, Raja Aftab Ahmad, Nisar Ahmad Rather, Ashok Gupta, Lavinder Singh and Kulveer Shah.
As per the order, the arrangements are purely temporary and made on a stop-gap basis without conferring any right to substantive promotion, regularisation or confirmation. It further stated that regular promotions would be carried out strictly through the Departmental Promotion Committee or the Jammu and Kashmir Public Service Commission in accordance with recruitment rules and eligibility conditions.
The government also clarified that the placements would remain subject to the outcome of any pending writ petitions before competent courts and could be reversed without prior notice if any adverse report emerges or if a superior claim from any left-out engineer of the relevant quota is found genuine.
The engineers will continue at their present places of posting until further orders. The government has additionally sanctioned charge allowance for the officers in accordance with rules notified by the Finance Department.
