
SRINAGAR: The Government of Jammu and Kashmir has appointed 70 officers as Liaison Officers to coordinate with visiting dignitaries and delegates during the upcoming Chintan Shivir–2026, scheduled to be held in Srinagar from April 23 to April 27.
According to Government Order No. 777-JK(GAD) of 2026 dated April 13, issued by the General Administration Department, the appointed officers have been tasked with facilitating coordination, protocol management, and logistical support for delegates attending the multi-day programme.
The list includes senior and mid-level officers from various departments such as administration, tourism, education, social welfare, rural development, industries, taxation, and handicrafts. Among those appointed are Khurshid Ahmad Shah (awaiting posting in GAD), Mohammad Ashraf Hakak (Administrator, Associated Hospitals Srinagar), Ashiq Hussain Lily (Regional Director, Survey and Land Records), Parvaiz Ahmad Raina (Additional Commissioner, State Taxes), and Rifat Aftab Qureshi (Additional District Development Commissioner).
Other key officers include Masarat Hashim (Deputy Labour Commissioner), Syed Shabir Ahmad (Joint Director, Education, Central Kashmir), Khalid Hussain Malik (Joint Registrar, Cooperative Societies), Riyaz Ahmad Shah and Shahnawaz Shah (Deputy Commissioners, State Taxes), Waseem Raja (Joint Director, Tourism and also Joint Director, Employment), and Zahoor Ahmad Raina (Joint Director, Information).
The list further comprises Umar Shafi Pandit (Principal, Revenue Training Institute), Aijaz Ahmad Naisroo (Deputy Commissioner, State Taxes Appeals-II), Raeis Ahmad Bhat (Joint Director, Industries and Commerce), Zahid Rashid Khan (General Manager, DIC Budgam), Najwan Nazki (Deputy Labour Commissioner), and Shurjeel Ali Naiku (General Manager, DIC Shopian).
Several officers from field administration and departmental services have also been included, such as Suhail-ul-Islam (Joint Commissioner, Srinagar Municipal Corporation), Mohammad Altaf Bhat (Collector, Lake Conservation and Management Authority), Mushtaq Ahmad Maqdoomi (Deputy Director, Social Welfare), Ibad-ur-Rehman (Assistant Commissioner Panchayat Baramulla), Altaf Hussain Bhat (General Manager, JKTDC), and Sheikh Enayattullah (Deputy Director, Tourism).
The order also names officers from the finance, power, civil aviation, and rural development departments, including Tariq Ahmad (Deputy Secretary, Finance), Tahir Ahmad Magray (Deputy Secretary, Rural Development and Panchayati Raj), and Mohammad Ashraf (Additional Secretary, Power Department).
Additionally, officers at the district and grassroots levels—such as Block Development Officers, District Social Welfare Officers, State Taxes Officers, and officials from cooperative societies, labour, and sanitation departments—have been assigned liaison responsibilities to ensure the smooth conduct of the event across various operational areas.
The government has directed all appointed officers to report to the Youth Services and Sports Department for a detailed briefing on their duties and responsibilities ahead of the programme.
