Delhi police busts Pakistan ISI backed terror module spread over to Punjab and union capital

Jammu/ Delhi April 10: Delhi Police Special cell busted a spy ring unearthed backed by Pakistan’s Inter-Services Intelligence (ISI) and arrested 11 people associated with the banned outfit Babbar Khalsa International (BKI), officials said on Friday.
The accused were installing CCTV cameras across multiple locations to monitor sensitive areas, including Army-linked establishments.
Police team found cameras installed at 9 locations nationwide.
In the first operation, six accused were arrested, three from Punjab and three from Delhi. The team recovered nine solar-powered CCTV cameras installed near sensitive security and defence establishments across multiple locations. The live feeds were being transmitted to Pakistan-based handlers through mobile applications, Pramod Singh Kushwah, Additional Commissioner of Police said.

Police also seized three PX5 pistols, one country-made firearm and 24 live cartridges. Investigations revealed that the accused were funding their activities through UPI transactions, partly sourced from proceeds of illegal arms smuggling.
In the second operation, based on inputs from Military Intelligence, five accused from Punjab were arrested for espionage activities.

These individuals were involved in reconnaissance of sensitive Army and paramilitary installations and shared photographs and videos with handlers in Pakistan. They also assisted in installing surveillance infrastructure and facilitating cross-border networks, the cop added.

Police said the module was part of a larger nexus involving Pakistan-based handlers, gangsters and terror operatives.

Indian recruits were lured with money generated through illegal arms and drug smuggling. They were tasked with installing surveillance equipment, capturing visuals of strategic locations and facilitating logistics for potential attacks, Kushwah said.

The investigation revealed that SIM cards arranged using fake identities were used to operate the CCTV systems and transmit data. Digital evidence, including images, videos and location data has been recovered from mobiles seized in the raids.

The probe uncovered a structured arms trafficking network where foreign-made pistols were smuggled into India and distributed among operatives on instructions from handlers across the border. Funds generated from these activities were routed back into sustaining the module’s operations.

Officials said the crackdown also exposed plans to target security establishments through grenade attacks and other acts of terror. Timely action by the Special Cell helped avert a potential attack.
