SRINAGAR: Chief Minister Omar Abdullah today called for a “collective responsibility” approach to address major social issues, stating that while the government must deliver infrastructure and essential services, society must also actively participate in building a cleaner, healthier and more responsible Jammu Kashmir.

He made the remarks while launching a three-day divisional-level awareness programme organised by the School Education Department at the Convention Centre, Srinagar.

Addressing students, educators and stakeholders, the Chief Minister said responsibilities such as building roads, hospitals and bridges lie with the government, but civic duties like environmental protection, cleanliness and safeguarding public assets require active public involvement. He expressed concern over the tendency to shift blame entirely onto authorities, especially in matters of sanitation and civic upkeep.

Emphasising youth participation, he said Jammu & Kashmir can achieve global standards if citizens actively contribute to ongoing awareness and development initiatives. He urged students to translate pledges into action, noting that disciplined civic behaviour can help the region compete nationally and globally.

On mental health, the Chief Minister highlighted persistent social stigma and called for empathy towards those facing psychological challenges, stating that even small gestures of support can make a significant difference.

Focusing on drug abuse, he said the menace cannot be tackled by the government alone and requires coordinated efforts from civil society, educational institutions, religious leaders and citizens. He also urged students to explore wider career options through counselling initiatives.

Highlighting environmental protection, he advocated plantation drives beyond ceremonial practices, suggesting meaningful tree plantation campaigns for long-term impact. On road safety, he stressed that following traffic rules such as wearing helmets and seat belts is a personal responsibility, not merely a legal obligation.

He also advised students to reduce excessive screen time and focus on holistic personality development.

During the event, the Chief Minister administered a pledge covering mental health awareness, drug de-addiction, environmental protection, traffic safety and career guidance. He also distributed innovation kits and stationery sponsored by Bharti Airtel, sanitation kits sponsored by SBI Foundation, and ECCE-related outdoor equipment. He felicitated resource persons and experts for their contribution.

Minister for Health, Medical Education, Social Welfare and Education Sakeena Itoo said the campaign reflects strong youth participation and called for united action against drug abuse and environmental degradation. Advisor to the Chief Minister Nasir Aslam Wani stressed early awareness and strict adherence to laws, while MLA Jammu West Arvind Gupta urged greater civil society involvement in eliminating drug abuse.

Officials from the School Education Department and Social Welfare Department, along with students from all ten districts of Jammu division, participated in the programme.
