
SRINAGAR: The Directorate of School Education Kashmir (DSEK) has issued an order prohibiting Drawing and Disbursing Officers (DDOs) from exercising administrative powers beyond their authorized mandate, particularly in matters related to staff transfers.
According to an official order, the Directorate noted that several officers vested only with DDO powers were effecting transfers and undertaking other administrative works despite lacking the authority to do so.
The order states that all such Drawing and Disbursing Officers holding charge in an additional capacity shall restrict the use of their powers strictly to drawing and disbursing salaries and handling other financial matters within the limits of their authority. They have been explicitly barred from exercising administrative powers, especially those related to the transfer of staff.
The Directorate further warned that any deviation from the order will be viewed seriously and may invite disciplinary action under the applicable rules.
The order has been issued with the approval of the competent authority and circulated to Joint Directors, Chief Education Officers, all Drawing and Disbursing Officers, and other concerned officials for strict compliance. (KNC)
