Jammu Kashmir Goes Fully Paperless at Tehsil Level; 4,061 Offices Onboarded on e-Office 2.0 | Kashmir Life

SRINAGAR: In a major digital governance milestone, the Jammu and Kashmir Government on Saturday informed the Assembly that 4,061 offices and 21,968 users across all districts have been onboarded onto e-Office 2.0, making file movement at the Tehsil and Block level fully digital and paperless.

The disclosures were made during discussions on the Demand for Grants for the Information Technology Department, where the Government outlined a wide-ranging digital governance expansion across sectors including service delivery, cybersecurity, connectivity, artificial intelligence and cloud infrastructure.

e-Office 2.0: Following the successful rollout of e-Office, the upgraded e-Office 2.0 has now been implemented in all Tehsil and Block-level offices. The system enables transparent file tracking, faster decision-making and improved administrative efficiency, significantly strengthening accountability and reducing physical file handling.

e-UNNAT Platform: A total of 1,546 government services are now available online through the e-UNNAT platform, with over 84.61 lakh applications processed so far. The platform is integrated with Meri Pehchaan (National Single Sign-On), e-Payment, RAS, DigiLocker, UMANG and chatbot DigiSahayak. JK became the first in the country to integrate with Meri Pehchaan. The platform has received the SKOCH Silver Award and Technology Sabha Award 2025.

Common Service Centres (CSCs): The Government stated that 900 CSC touchpoints are operational across the Union Territory. Under the DigiDost doorstep service, more than 55,000 requests were received and nearly 39,000 services delivered. CSCs facilitated 16 lakh financial transactions worth Rs 350 crore, enrolled 80,000 farmers under PMFBY, and delivered nearly 20 lakh citizen services, strengthening last-mile connectivity in rural and remote areas. Digital Centres of Excellence are also being established through CSCs in all districts.

MyGov Jammu Kashmir: Citizen registration on MyGov has increased from 40,000 to 1,08,680, with JK becoming the first Union Territory to launch such an instance for participatory governance.

Mobile Seva Bulk SMS: As many as 62 departmental accounts are registered on the m-Seva platform. Around 101 lakh SMS messages have been sent to citizens for service alerts and public communication.

Auto Appeal System (AAS): A total of 391 services have been integrated under the Auto Appeal System under the PSGA framework, making JK the first in the country to integrate the auto-appeal feature with the Service Plus platform.

Cyber Security Strengthening: Fourteen Cyber Crisis Management Plans have been approved by CERT-In. More than 200 departmental websites and applications have been secured, and 5,100 Endpoint Detection and Response (EDR) and Unified Endpoint Management (UEM) systems have been deployed. CISOs and ISOs have been nominated in all departments, with regular reviews in place.

DigiLocker Integration: A total of 128 services are integrated with DigiLocker. JK was the first UT in the country to integrate MGNREGA Job Cards, Artisan and Weaver Registration Cards, Ration Cards with metadata, Sale Deeds and Gift Deeds with metadata, electricity bills, water bills and payment receipts. Additionally, 25 Registration Department services and 63 district-level services are under User Acceptance Testing for further integration.

Centre of Excellence in Artificial Intelligence: A Centre of Excellence in AI has been sanctioned under the IndiaAI Mission with a total outlay of Rs 20 crore over four years under a 90:10 funding model. The CoE is expected to promote AI adoption in governance, research, startups and skill development.

IT Parks Proposal: IT Parks are proposed to be established in Jammu and Kashmir divisions to promote emerging technologies and generate high-skill employment. The proposal is currently under consideration.

SAKOON 2.0: The disaster relief platform SAKOON 2.0 has reduced relief disbursement timelines from five to six months to 15–20 days through a fully digitized end-to-end workflow.

Gati-Shakti Sanchar and RoW Portal: The UT has migrated to the Unified Portal for Right-of-Way applications, enabling a single-window system for telecom and infrastructure clearances.

JKLMS (Litigation Management System): The web-based Litigation Management System has been developed to monitor and manage legal cases involving government departments, ensuring timely resolution.

Integrated Watershed Management Portal: The IWMP portal was launched in August 2025 to enable transparent implementation of watershed projects under WDC-PMKSY 2.0, allowing citizens to track and participate in water conservation planning.

eSAM (System of Assessment): The eSAM platform has been launched across 42 departments. Administrative user nominations have been received from 26 departments, with implementation scheduled for December 15, 2025.

Mobile Dost App: The Mobile Dost App integrates 1,546 government services, providing citizens a single mobile-based interface for Government-to-Citizen services, emergency helplines and information services.

BharatNet Phase-II and 4G Saturation:Under BharatNet Phase-II, surveys and implementation work are underway across multiple blocks and Gram Panchayats. The 4G Saturation Project, funded under Digital Bharat Nidhi, aims to connect all 4,291 Gram Panchayats, with land already transferred for tower installation.

WhatsApp-Based Service Delivery:A centralized WhatsApp integration for 100–150 high-volume services across 15 departments is proposed, with a financial provision of Rs 3 crore over three years. The DPR is in the final stage.

Mini Security Operations Centre (Mini-SOC): A Mini-SOC with a project outlay of Rs 3.36 crore is being established for real-time cyber monitoring and incident response. It is expected to be operational by February 2026.

MeghRaj Cloud and State Data Centre Upgrade: Cloud services under MeghRaj have been initiated as an interim arrangement with an outlay of Rs 8.49 crore for one year. The State Data Centre will be upgraded in FY 2026–27, including establishment of Near and Far Disaster Recovery Centres.

BHASHINI Integration: A proposal is under consideration to integrate BHASHINI with government portals to enable multilingual digital interfaces in Indian and local JK languages.

The Government informed the Assembly that 434 e-Governance services have been designed and developed by NIC JK across departments during the past five years. All services are operational, notified under the PSGA Act, 2011, and monitored through uptime indicators and grievance redressal systems to ensure time-bound delivery.

Officials stated that these interventions have significantly reduced physical interface, improved transparency, strengthened cybersecurity and enhanced citizen convenience across Jammu and Kashmir.
