SRINAGAR: The Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) in Jammu and Kashmir has so far accrued Rs 108.6 crore from mining-related funds, of which Rs 42.7 crore has been spent on 945 development projects, with 736 works completed, according to details placed by the government while discussing the scheme’s functioning and utilisation of District Mineral Foundation (DMF) resources.

The scheme is financed through the District Mineral Foundation Trust (DMFT), a statutory, non-profit body created in mining-affected districts to receive contributions from mining leaseholders. The objective is to channel a portion of mining revenue back into local communities to mitigate the social, health and environmental impacts of extraction. In Jammu and Kashmir, PMKKKY is implemented under the DMFT Rules, 2017, with spending prioritised for drinking water, healthcare, education, sanitation, skill development, environmental protection and other essential infrastructure. Projects are vetted and monitored by district-level committees, divisional authorities and the governing council to ensure need-based and transparent utilisation of funds.

District-wise figures show varied levels of accrual and expenditure.

In Budgam, funds accrued stood at Rs 1.078 crore and Rs 1.076 crore has been spent across 22 schemes, most of which have been completed. Baramulla accrued Rs 1.560 crore but spent only Rs 0.044 crore across 15 schemes, with 16 completed. Bandipora collected Rs 1.191 crore and spent Rs 0.670 crore on 51 schemes, with two completed. Ganderbal accrued Rs 14.910 crore and spent Rs 0.490 crore over seven schemes, of which seven are completed.

Kupwara accrued Rs 0.730 crore and spent Rs 7.543 crore across 42 schemes, while Srinagar collected Rs 2.070 crore and spent Rs 0.452 crore on 171 schemes, with 31 completed. Shopian accrued Rs 17.255 crore and spent Rs 1.092 crore across 160 schemes, completing 22 works. Kulgam collected Rs 9.366 crore and spent Rs 10.305 crore on 202 schemes, with 36 completed.

Pulwama accrued Rs 6.759 crore and spent Rs 6.966 crore on 46 schemes, completing 171 works, while Anantnag collected Rs 8.703 crore and spent Rs 2.562 crore on 38 schemes, with 131 completed.

In Jammu division, Jammu district accrued Rs 4.975 crore and spent Rs 1.912 crore on 13 schemes, with 129 completed. Kathua collected Rs 1.414 crore and spent Rs 1.129 crore across 36 schemes, completing 36 works. Samba accrued Rs 1.769 crore and spent Rs 0.528 crore over 35 schemes, with 32 completed. Poonch collected Rs 0.710 crore and spent Rs 1.029 crore on 18 schemes, completing 13.

Rajouri accrued Rs 1.625 crore and spent Rs 0.525 crore across two schemes, with 13 completed. Udhampur collected Rs 6.104 crore and spent Rs 0.160 crore on seven schemes, eight of which are complete. Doda accrued Rs 10.662 crore and spent Rs 0.180 crore on eight schemes, with one completed. Ramban collected Rs 3.243 crore and reported no expenditure, while Kishtwar accrued Rs 0.501 crore and spent Rs 1.462 crore on 30 schemes. Reasi completed eight schemes with allocations drawn from the accrued pool.

Overall, the government said the PMKKKY framework seeks to ensure that mineral wealth directly benefits mining-affected populations through targeted local development, with the DMFT acting as the institutional mechanism to translate mining revenues into welfare and infrastructure projects at the district level.
