SRINAGAR: Jammu and Kashmir secured only three approvals under the Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) between 2021–22 and 2025–26, even as the central scheme approved 1,607 projects nationwide, official parliamentary records show.
The Ministry of Food Processing Industries told the Lok Sabha that, as of December 31,2025, 1,607 projects have been approved under PMKSY across its component schemes; 1,196 projects are completed/operationalised and 411 remain at various stages of implementation. By contrast, the state-wise data for the last five years shows Jammu and Kashmir recorded approvals of one project each in 2022–23, 2023–24 and 2025–26, while 17 projects were reported completed in the period covered (nine completions in 2021–22; six in 2022–23; one in 2023–24; one in 2024–25).
The ministry attributed implementation delays generally to procedural hurdles: non-receipt of statutory clearances from revenue, town planning, electricity, water and pollution control authorities and other licensing agencies. Grants under PMKSY are released only after implementing agencies submit the required documents and meet guideline conditions, the reply said — a process that, while legitimate, frequently slows projects and constrains the pace of delivery.
Nationally, the ministry disclosed component-wise utilisation of a Rs 6,520 crore allocation under the 15th Finance Commission cycle (including an additional Rs 1,920 crore). Up to January 16, 2026, Rs 4,772.71 crore had been utilised across components. Key allocations and utilisations include Rs 1,310.95 crore for integrated cold chain and value-addition (Rs 1,194.60 crore utilised); Rs 2,072 crore for processing and preservation capacity (Rs 1,511.40 crore utilised); and Rs 561.30 crore for Mega Food Parks (fully utilised at Rs 561.30 crore). A separate additional allocation of Rs 500 crore for 100 food testing labs under the food safety component is shown with zero utilisation to date.
