FCS&CA Department Directs Collection of Self-Declaration Forms Under ‘Rightful Targeting’ in Kupwara – Alfaaz – The Words

Kupwara: The Food, Civil Supplies and Consumer Affairs (FCS&CA) Department, Kupwara, has issued a circular directing all Government Sale Depots and Fair Price Shop (FPS) dealers across the district to collect and verify Self-Declaration Forms from beneficiaries as part of the ongoing “Rightful Targeting” initiative.

As per the circular issued by the Assistant Director, FCS&CA, Kupwara, the verification process will be conducted at Government Sale Depots and FPS outlets, thereby exempting beneficiaries from visiting departmental offices. The measure has been taken in view of the prevailing harsh winter conditions in the district to avoid inconvenience to the public.

The department has instructed all storekeepers and FPS dealers to strictly adhere to the guidelines and ensure completion of the verification exercise within the prescribed timeframe. The initiative aims to ensure that benefits under the Public Distribution System (PDS) are provided to beneficiaries under relevant Ration Card categories, while maintaining transparency and accountability.

Clarifying the purpose of the exercise, Assistant Director FCS&CA Kupwara, Irfan, said there is no need for ration card holders to panic. He explained that the process primarily concerns households regarding whom information has been received indicating ownership of vehicles or substantial landholdings. Such families have been advised to submit a self-clearance declaration before their respective storekeepers.

He further assured that no ration card will be cancelled at this stage and emphasized that the exercise is only a cautionary and verification measure. “There is absolutely no requirement for any ration card holder to visit any office or pay anyone any money in connection with this exercise,” he added.

The circular has been forwarded to the Director, Food, Civil Supplies and Consumer Affairs, Kashmir, the Deputy Commissioner, Kupwara, and all Tehsil Supply Officers for information and strict implementation.
