SRINAGAR: The Jammu Kashmir Government on Tuesday constituted a multi-departmental Task Force to strengthen rehabilitation mechanisms for victims of drug abuse, according to Government Order No.1515-JK(GAD) of 2025 issued by the General Administration Department.

Headed by the Administrative Secretary of the Home Department, the Task Force includes senior officers from Finance, GAD, Social Welfare, Skill Development, Labour and Employment, School Education, Economics and Statistics, and Higher Education (Director Colleges). The Social Welfare Department will serve as the Member Secretary.

The panel has been mandated to review existing policies and recommend measures to strengthen rehabilitation processes, including counselling, reintegration, livelihood support and post-care monitoring in line with the Nasha Mukt Bharat Abhiyaan and similar initiatives.

It will oversee the development of a comprehensive Rehabilitation Framework, ensure inter-departmental coordination, and assess existing infrastructure across government and non-government facilities to identify gaps in standards of care and outreach.

The Task Force has also been tasked with proposing sustainable institutional support, including age-specific skill training, customised skilling modules, employability enhancement and livelihood opportunities for rehabilitated individuals. It will review employment tie-ups with the private sector, monitor access to start-up support and credit linkages, and strengthen links with Panchayats, Urban Local Bodies and community organisations.

Further, the panel will promote preventive educational initiatives, recommend mechanisms for CSR and convergence funding, and review the establishment of a Post-Care Monitoring System and consolidated database to track rehabilitation outcomes, reintegration and relapse vulnerability.

The Social Welfare Department will service the committee.
