
SRINAGAR: The Chief Education Officer of Rajouri district in Jammu Kashmir has issued an explanation notice to the Head of Institution (HOI) and a teacher of Primary School Upper Krag, Zone Kotranka, for allegedly marking proxy attendance on the JK SMART Attendance Portal.
As per the notice, it was observed on November 3, 2025, that the HOI, Mohd Altaf, attempted to mark attendance on behalf of Sakina Begum, a Grade-III teacher posted at the school.
The system reportedly rejected the attendance attempt three times due to facial mismatch. However, the HOI allegedly overrode the rejection and validated the attendance manually, resulting in the capture of a male photograph against the profile of the female teacher.
The CEO Rajouri stated that the act amounts to:
Proxy attendance in violation of Government Order No. 123-Edu of 2024
Misuse of HOI privileges under Rule 31 of the JK Civil Services (CCA) Rules, 1956
Gender impersonation in official records, considered gross misconduct under Article 311(2) of the Constitution of India
Both Mohd Altaf and Sakina Begum have been directed to submit their explanation within two days, along with remarks from the Zonal Education Officer Kotranka.
Failure to respond within the stipulated time will result in disciplinary action as per service rules, the notice reads. (KNC)
